Organizational Setting
The Government of Suriname is undertaking its readiness activities for accessing Green Climate Fund (GCF) resources for addressing climate change. The project will involve strengthening capacity of the Government to access climate finance through extensive stakeholder engagement, with the main objective of providing the evidence basis for climate change impacts on the agriculture sector of Suriname. The activities under this Readiness will provide important baseline data and information that would be useful for future decision making on climate change priorities in the agriculture sector and therefore a basis for concept note and proposal development.
In this context, under the supervision of the FAO Representative in the country office for Trinidad and Tobago and Suriname, and the Lead Technical Officer the international consultant for GCF Concept Note development will prepare a vulnerability assessment for two regions in Suriname, a GCF Concept Note and provide training on GCF climate financing to the staff of the Ministry of Agriculture and other concerned government and non- Government stakeholder in Suriname. Because of the COVID 19 pandemic the consultant will be home based but will be supported by a team of national consultants and government officials based in Suriname.
Reporting Lines
The GCF Concept Note Development Specialist will report to the FAO Representative for Trinidad and Tobago and Suriname.

Financing Climate Adaptation/Mitigation for Agriculture.
Tasks and responsibilities
Preparation of vulnerability Assessments in two regions of Suriname
- Lead a country-driven process to identify main climate hazards, non-climate drivers, barriers, and risks that the project would seek to address and to propose paradigm-shifting solutions.
Preparation of a GCF Concept Note (CN)
- Support national teams (the climate change Unit at the Ministry of Agriculture (LVV), NDA, potential executing entities, other government representatives, FAO representatives, other project partners) in the design of the priorities for a Concept Note.
- Develop the climate rationale and theory of change for a possible GCF project, including assumptions, barriers, goal, outcomes, outputs and sets of activities, following GCF and FAO guidelines
- Develop the justification for the alignment with GCF investment criteria, focusing on transformational aspects and following GCF sectoral guidance as appropriate.
- Propose innovative financing and co-financing mechanisms and support the agreement process among stakeholders for institutional arrangements.
- Integrate the sustainability and exit strategy into Concept Note design and support the agreement process among stakeholders for institutional arrangements.
- Support the development of the budget, ensuring reasonable distribution of GCF and non-GCF funds.
Training and Capacity building
- Train the national consultants and government officials in identification of priorities for climate change adaptation measures and finance in the agriculture sector.

Minimum Requirements
- University degree in Agriculture, Natural Resources Management or in a related discipline.
- At least 5 years of relevant professional experience in preparation of climate change projects and/or Climate financing preferably with GCF.
- Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO Official languages (Spanish, French, Russian, Arabic or Chinese).
